Create the following tables:

• device_keys - needed for overall e2ee
• one_time_keys - needed for overall e2ee, claimed by clients looking to start an e2ee room with other client
• cross_signing_keys - needed for cross-signing devices to expand web of trust
• key_backup_versions - needed to organize room key backups
• key_backups - the actual backed up keys
• to_device_messages - mini-events not part of the DAG that are used to organize device verification
